The tree strip is public property (although abutting property owner is responsible for maintenance, per city ordinance). Since the owner is an absentee landlord, the quickest way to fix the long-standing overgrown brush problem there is for someone to go over there with pruning loppers and chop down the worst of the brush: a 5 minute job. (Obviously this only takes care of half the problem--the other half being the illegal parking.)
